Delete the gpu mem line as it uses too much ram. The Pi 4 only has access to 1gb of ram when usb is enabled (through the usb charge port)

WOR Part 7. Raspberry Pi 4 Windows 10. 720 resolution plus minimal setup with Bluetooth.

Working via Bluetooth xbox one controller, Bluetooth audio and tethering to my iphone xs using Bluetooth hotspot.

No longer overclocking to avoid errors from lack of power. Much tidier minimal setup.

Still not working.
